  Senator  Drue  Pearce,  Co-chair, convened  the  meeting  at                 
  approximately 5:35 p.m.

  In addition to  Co-chairs Frank and Pearce,  Senators Jacko,                 
  Kelly, Kerttula, Rieger, and Sharp were present.                             
                                                                               
  SUMMARY INFORMATION                                                          
                                                                               
  CSSB 67(JUD) - An  Act amending  provisions of  ch.  66, SLA                 
                 1991, that  relate to  reconstitution of  the                 
                 corpus  of  the   mental  health  trust,  the                 
                 management of trust assets, and to the manner                 
                 of   enforcement   of   the   obligation   to                 
                 compensate  the  trust;  relating  to  survey                 
                 requirements  applicable  to the  land  to be                 
                 conveyed by  the state  to the Alaska  Mental                 
                 Health  Trust  Authority;  relating   to  the                 
                 jurisdiction of courts  in the resolution  of                 
                 disputes arising under the  reconstitution of                 
                 the corpus  of the  mental health  trust; and                 
                 providing for an effective date.                              
                                                                               
                 CSSB  67(FIN)  work  draft "D"  was  ADOPTED.                 
                 CSSB 67(FIN)  was REPORTED  OUT of  committee                 
                 with  individual  recommendations,  and  zero                 
                 fiscal notes for Dept. of  Law, Dept. of Fish                 
                 & Game, and Dept. of Natural Resources, and a                 
                 fiscal  note  for  Alaska  Court  System  for                 
                 $53.7.    Senators  Rieger, Kerttula,  Jacko,                 
                 Sharp, and Kelly signed  "no recommendation."                 
                 Co-chairs Frank and Pearce signed "do pass."                  
                                                                               
  CSHB 124(FIN)- An Act establishing capital  project matching                 
                 grant   programs   for   municipalities   and                 
                 unincorporated communities; and providing for                 
                 an effective date.                                            
                                                                               
                 SCSCSHB 124(FIN) work  draft "X" was ADOPTED.                 
                 SCSCSHB   124(FIN)   was   REPORTED  OUT   of                 
                 committee with individual recommendations and                 
                 fiscal notes  for Dept. Community  & Regional                 
                                                                               
                                                                               
                 Affairs    for    $103.3,    the   Dept    of                 
                 Administration  for  $107.8, and  fiscal note                 
                 showing percentages  for all  municipalities.                 
                 Senators Rieger, Kerttula, Jacko,  Sharp, and                 
                 Kelly signed "no recommendation."   Co-chairs

  CS FOR HOUSE BILL NO. 124(FIN):                                              
                                                                               
       An  Act  establishing  capital project  matching  grant                 
       programs   for   municipalities    and   unincorporated                 
       communities; and providing for an effective date.                       
                                                                               
  CO-CHAIR  DRUE PEARCE announced  that SCSCSHB  124(FIN) work                 
  draft "X"  was before the  committee.   SENATOR STEVE  FRANK                 
  MOVED for adoption of  SCSCSHB 124(FIN) work draft "X".   No                 
  objections being heard, it was ADOPTED.                                      
                                                                               
  Co-chair Pearce outlined the changes in SCSCSHB 124(FIN) and                 
  identified the accompanying fiscal notes.   She informed the                 
  committee  that the  bill only  referred to the  new capital                 
  project matching grant program and was not amending title 37                 
  in present grant programs.  She  said the differences in the                 
  CS was that  the match  percentages were as  the Senate  had                 
  recommended,  in-kind allowances  were allowed  for, capital                 
  projects were defined, and it required that the 1994 project                 
  list by communities be signed  by members of the legislative                 
  during the transition caused by this legislation.                            
                                                                               
  In  answer to  Senator Kelly,  SENATOR STEVE FRANK  said the                 
  provision that allowed for sign-off by the legislature could                 
  be found on page 11, line 4.                                                 
                                                                               
  Senator  Frank  MOVED  for  passage   of  SCSCSHB  124  from                 
  committee with individual  recommendations and  accompanying                 
  fiscal notes.   No objections  being heard, it  was REPORTED                 
  OUT with a  fiscal note  for the Department  of Community  &                 
  Regional   Affairs   for    $103.3,   the   Department    of                 
  Administration   for  $107.8,  and  a  fiscal  note  showing

  SENATOR TIM  KELLY MOVED  for passage  of CSSB  67(FIN) from                 
  committee with individual  recommendations and  accompanying                 
  fiscal notes. No  objections being  heard, CSSB 67(FIN)  was                 
  REPORTED  OUT  of  committee  with  zero  fiscal  notes  for                 
  Department of Law, Department of Fish & Game, and Department                 
  of Natural Resources, and a fiscal note for the Alaska Court                 
  System in the amount of  $53.7.  Senators Rieger,  Kerttula,                 
  Jacko, Sharp,  and Kelly  signed "no  recommendation."   Co-
